Managing construction impacts
During the project, the community may experience a number of construction impacts including noise, vibration, dust, mud, light spill, access and traffic.
The R2P Alliance takes these impacts seriously and a Construction Environmental Management Plan (CEMP) will be implemented to ensure any impacts are mitigated as much as reasonably practicable.
Dust and mud
Due to the nature of the project, dust and mud residue cannot be entirely eliminated during construction. Dust is mostly generated from concrete cutting, excavation, stockpiling, loading trucks with material, heavy vehicle movement and wind erosion. Following rain, mud can be generated at the entrance to exposed work areas by machinery and vehicles exiting the site.
We will minimise mud and dust impacts by:
- implementing speed restrictions on unsealed surfaces;
- resurfacing areas as soon as possible;
- watering work areas and stockpiles;
- covering stockpiles and transported materials;
- installing grids and rubble at work site exits to help reduce excess material on tyres;
- using street sweepers; and
- using dust monitors to monitor dust.
The R2P Alliance will use dust monitors at strategic locations throughout construction to ensure compliance levels are met.
During night works, temporary lighting is needed to illuminate work areas for the safety of the workers and the community. We will minimise light spill by:
- keeping the amount of light to the minimum required for safe access and works; and
- directing light towers away from houses where possible.

Noise and vibration
Noise will mainly come from heavy machinery, generators for light towers, loading trucks with materials, truck movements and general construction activities. Vibration can occur as a result of rock breaking or where vibratory rollers are used to compact the earth to form a flat level for asphalt laying.
We will use a range of measures to mitigate noise and vibration impacts, including:
- scheduling the noisiest works during the day or early evening where possible;
- monitoring noise levels prior to, during and after construction;
- using low level reversing squawkers (where possible);
- using static rollers where possible;
- using radios for crews to communicate;
- using vibration monitors;
- enclosing stationary equipment, such as generators, to reduce noise; and
- regularly testing equipment to ensure it is operating at a high standard.
Pedestrian and cyclist access
There will be temporary pathway closures throughout the project for a safe delineation between the public and the construction zones. Signage will be in place to advise of detours.
Traffic and access
The project is staged to minimise impacts to traffic. There will be some traffic switches throughout the project to ensure traffic flow is maintained around the construction areas.
Where works require lane or speed restrictions on a major road, they will be undertaken outside of peak hours or during the night.
The R2P Alliance will work closely with key stakeholders and regularly review traffic management arrangements to ensure that traffic continues to flow as efficiently as possible during construction.
A number of local streets around the construction zones will be used for deliveries and transporting material around the site. Haulage routes will be coordinated with the City of Port Adelaide Enfield and the community will be advised of regular haulage routes.
Occasionally roads will be temporarily closed for deliveries and to undertake works. Signage and detours will be in place for restrictions, and residents and businesses will be provided with advance notice around changed conditions.
